The Chief Cultural & Leisure Officers Association is seeking an experienced consultant to undertake a comprehensive review of our membership model. CLOA represents strategic leaders across culture, arts, heritage, tourism, libraries, parks, sport, leisure, and wellbeing services, working closely with national bodies to influence policy and champion positive change.

Scope of Work
The review will provide impartial insights into the value proposition for members, pricing structure, and potential for growth. Key areas include:

• Assessing current membership benefits and identifying gaps
• Exploring strategies for engagement, recruitment, and retention
• Reviewing communications and event formats
• Benchmarking against other professional associations
• Considering brand identity and inclusivity

The consultant will gather feedback from current and former members, analyse findings, and deliver actionable recommendations with short, medium, and long-term priorities.

• Fee: Up to £3,200
• Survey period: Mid-January to mid-February 2026
• Draft report: Early March 2026
• Final report: By 13th April 2026
